Wishes to return back to the life before Covid-19


Raed is a 45-year-old owner of a gas station in the Middle Gaza district staffed with five. He spoke to Al Mezan about his daily financial losses under the lockdown:

 

“I live in Deir Al Balah where I own and run a gas station with five workers who supported around 40 dependents. On 24 August 2020, the Ministry of Interior imposed a lockdown on the Gaza Strip after discovering the first coronavirus cases in the community. Vehicles were prevented from moving within the districts and refugee camps. We stopped our work and I had to lay-off the workers even though I know how bad their economic conditions are. I had no other option, I have financial commitments, expenditures and rent to pay. I incur daily losses due to the lockdown. The financial return of the station was little in before lockdown, it could barely provide minimum-level income. I’m worried that the lockdown would last longer especially that the number of people infected with the virus is increasing. This will undermine my project and threaten to impoverish my family. I don’t know to whom I should complain. I know the economic conditions in the Gaza Strip were too bad even before the lockdown and that the government’s resources are limited but there should be a plan to save small projects which support the economy. The government should support those who lost their jobs. I hope we overcome this crisis so soon”.


Urgent measures must be taken to support daily-wage Laborers

Mohammed is a 42-year-old butcher who supports a family ten. He spoke to Al Mezan about his struggle to provide for his family amid the COVID-19 outbreak:

“I live in al-Sheikh Radwan neighborhood in Gaza City. I have eight children and I have been a butcher since 1997. My shop is located in a market in the center of Gaza City. Ever since the start of the blockade in 2007, I have been struggling to make an adequate income. With the emerge of the coronavirus cases in the Gaza Strip in August 2020 and the ensuing lockdown, I’m no longer able to meet my family’s basic needs, and I can’t pay the weekly installments I owe to suppliers, who started demanding their money even under these hard times. Moreover, the electricity crisis is making it impossible to preserve the meat, and this puts me in a great pressure. I’m confused, I don’t know what to do, there is nothing available in my home, there is no electricity, water, food or medicine. Our life is turning into hell.

My nephew suggested that he and I sell vegetables from a cart in front of our house and I accepted. We bought vegetables and started selling them. However, on 4 September 2020, the police came and forced us to stop on account that our neighborhood is designated as an endemic area. They also arrested my nephew but released him later on the same day. Now, I don’t have any money and my house lacks the basic needs. No institution has been in contact with me and I have not received aid from anybody”.


 

الإغلاق يتطلب تدابير عاجلة لغوث عمال المياومة وأصحاب المهن لحمايتهم من الجوع

محمد (42 عاماً)، يعمل جزاراً، ويعاني من أمراض مزمنة، ويعيل أسرته المكونة من 10 أفراد، وحول معاناته في ظل انتشار الجائحة يقول: أسكن في حي الشيخ رضوان شمال غرب مدينة غزة، وأعيش في أسرة مكونة من 10 أفراد من بينهم 8 أطفال، وأعاني من بعض الأمراض المزمنة، وأعمل جزاراً منذ عام 1997، في محلي الكائن في سوق فراس وسط مدينة غزة.

منذ فرض الحصار الإسرائيلي على قطاع غزة عام 2007، وأنا أعاني من أزمة اقتصادية متفاقمة وبالكاد أستطيع  تأمين الاحتياجات الأساسية لأسرتي، ومنذ تفشي فايروس كورونا في قطاع غزة، وإعلان وزارة الداخلية الفلسطينية بغزة عن فرض حظر التجوال بتاريخ 24/8/2020، وإغلاق جميع المحلات التجارية، لم أعد قادراً على تلبية الاحتياجات الأساسية لأسرتي، ولم  أعد قادر على سداد التجار الملتزم معهم بدفعات أسبوعية، وأصبحوا يطالبونني بأموالهم حتى في ظل الحالة التي نعيشها، كما فسدت لدي بضاعة من اللحوم نتيجة انقطاع التيار الكهربائي وصعوبة تصريف اللحوم أو حفظها، ما جعلني تحت ضغط نفسي كبير، وجدت نفسي في حيرة ماذا أفعل؟ فلا يوجد لدي شيء في المنزل، لا مياه ولا كهرباء ولا طعام ولا دواء، تحولت الحياة إلى جحيم. 

بعدها طرح علي ابن أخي فكرة أن نقوم أنا وهو ببيع الخضار أمام باب المنزل لنستطيع توفير احتياجات منزلينا، فوافقت، واشترينا مجموعة متنوعة من الخضراوات وعرضناها على باب المنزل. وبتاريخ 4/9/2020 منعتنا الشرطة من البيع أمام المنزل، بسبب أننا في منطقة مصنفة موبوءة. كما اعتقلت ابن أخي وأفرجت عنه لاحقاً مساء اليوم نفسه، وأنا حالياً لا أمتلك أي شيء من المال ولا يوجد بمنزلي المقومات الأساسية لنستطيع


 

أمنيات بالعودة إلى الوضع السابق (ما قبل كورونا) رغم كارثيته


رائد (45 عاماً)، متزوج ويعيل أسرته، ويمتلك محطة وقود في المحافظة الوسطى يعمل فيها خمسة عمال، يتحدث عن خسائره اليومية:

أسكن في محافظة دير البلح وأمتلك محطة للوقود، في المحافظة نفسها، ويعمل لدي في المحطة 5 عمال، يعيلون أسرهم، ويبلغ العدد الإجمالي للمستفيدين من المحطة حوالي 40 فرد. أبلغنا مساء يوم الاثنين الموافق 24/08/2020، بقرار وزارة الداخلية والأمن الوطني بقرار إغلاق كافة المحال التجارية وفرض حظر التجوال بشكل مفاجئ، بعد اكتشاف حالات مصابة بفايروس كورونا داخل القطاع. أدى قرار الإغلاق إلى توقف حركة السير بشكل عام في القطاع، ومنعت المركبات من التحرك حتى داخل المحافظات والمخيمات، ما أفقدنا العمل وجعلني أسرح العمال. اضطررت لتسريح العمال مع أني أعلم أن أوضاعهم المعيشية هم وأسرهم سيئة جداً، ولكن ما العمل، أنا لا أستطيع الاحتفاظ فيهم بدون عمل، فهناك التزامات مالية ومصاريف وأجرة مكان، وأتكبد خسائر يومية نتيجة تعطل العمل، كيف يمكن لي الاحتفاظ بهم وخسائري تتعاظم. فالمحطة حتى في الأوقات الطبيعية قبل قرار الإغلاق كانت تعاني ويوفر عائدها لي وللعمال الحد الأدنى من الدخل. أنا أخشى أن يستمر قرار الإغلاق نتيجة ازدياد أعداد المصابين، مما قد يهدد المشروع برمته، ويهدد بتحويلي وأسرتي إلى دائرة الأسر المعوزة. لا أعرف لمن أتحدث أو أشتكي، أعرف أن الأوضاع الاقتصادية في قطاع غزة صعبة للغاية حتى قبل الإغلاق، وأعرف محدودية موارد الحكومة، ولكن يجب أن تكون هناك خطة لإنقاذ أصحاب المشاريع التي كانت داعمة للاقتصاد. كما يجب إعانتنا نحن الأسر وبالأخص العمال الذين فقدوا مصدر دخلهم، أتمنى من الله أن تتحسن الأمور وأن نعود لعملنا ونتجاوز هذه الأزمة وما خلفته من أضرار.

الحصار وتداعياته مهدا الطريق لكي يتحول تفشي كورونا إلى كارثة إنسانية

يلخص (م. م)، (39 عاماً)، من سكان حي الشيخ رضوان بمدينة غزة، الظروف التي تمر فيها عشرات آلاف الأسر، بعد أن تجاوزت نسبة الفقراء أكثر من نصف السكان، مهدد بالطرد من المنزل، ولا يستطيع توفير الحد الأدنى من احتياجات أسرته، فيقول:

أسكن في حي الشيخ رضوان شمال غرب مدينة غزة، متزوج، ولدي أسرة مكونة من 10 أفراد، جلهم من الأطفال، كان لدي محل تجاري لبيع الأجهزة الكهربائية والهواتف النقالة، قبل حوالي 5 سنوات، ومع تشديد الحصار الإسرائيلي على قطاع غزة، بدأ الوضع الاقتصادي يزداد تدهوراً وأغلقت المحل لعدم قدرتي على دفع الإيجار، نتيجة تراكم الديون وعدم استطاعتي تحصيل ثمن البضائع المباعة للزبائن الذين كانوا يأخذونها بنظام التقسيط.

ومنذ ذلك الوقت وأنا لا أعرف طعم الراحة بسبب الديون المتراكمة علي، ورحت أبيع أثاث منزلي قطعة تلو الأخرى، لتسديد بعض الديون حتى لا أسجن. فقد كانت عدة قضايا مرفوعة ضدي من قبل تجار الجملة الذين كنت أتعامل معهم ويوردون لي الأجهزة. طردت من منزلي، لعدم قدرتي على تسديد قيمة الإيجار. رحت أتنقل من منزل لآخر، وكنت لا ألتزم بتسديد بدل الإيجار لأنه لم يكن لدي مصدر دخل، وبلغ مجموع المنازل التي طردت منها خلال خمس سنوات عشرة منازل. ويعتقد البعض أنني أمارس النصب والاحتيال وهم لا يعرفون حقيقة الواقع الذي أعيشه. منزل عائلتي لا يتسع لمن هم فيه الآن، فأهلي أوضاعهم المالية صعبة أيضاً، وهم لا يستطيعون تلبية احتياجاتهم اليومية.

وخلال الفترة السابقة عملت في عدد من المهن المختلفة، وبالكاد كنت أستطيع تلبية احتياجات أسرتي وتوفير الحد الأدنى لبقائها على قيد الحياة. منذ تفشي جائحة كورونا في قطاع غزة وإعلان وزارة الداخلية فرض حظر التجوال بتاريخ 24/8/2020، وأنا جالس في المنزل لا أعمل وغير قادر على تلبية الاحتياجات الأساسية لأسرتي، وأقولها بكل صراحة، لم نأكل في المنزل طيلة الأسابيع الثلاث الماضية سوى الجبن الأبيض الرخيص من نوع (فيتا)، ومع ذلك كنت أستدين ثمنه هو والطحين من أجل إعداد الخبز. ولا أستطيع الخروج من المنزل للبحث عن أي عمل حتى لو كان براتب عشرة شواقل في اليوم، فمنطقتنا حي الشيخ رضوان من المناطق المصنفة حمراء لتفشى الفايروس فيها. ولا أعلم ماذا سأفعل خلال الأيام القادمة، فأنا لا أستطيع تلبية الحد الأدنى من احتياجات أسرتي، أطفالي يتوقون لأكل طعام مختلف، يتوقون لشراء الحلويات مثلهم مثل باقي الأطفال، ولكن الله غالب. كنت دائماً أقول لهم لا يستطيع أحد أن يذهب ويجلب الطعام والحلويات من البقالة المقابلة لنا بسبب تفشي المرض، ولكن الحقيقة كنت أكذب عليهم لأنه لا يوجد معي مال، والأخطر من ذلك أنني وأسرتي مهددون بالطرد من الشقة التي أمكث فيها الآن لعدم تمكني من دفع الإيجار، كل ذلك ولم يطرق باب منزلنا أحد، ولم نتلقى أية مساعدة من أية جهة.


 

The blockade paved the way for Covid-19 to bring about a humanitarian catastrophe


M.M, is a 39-year-old man who lives in Al Sheikh Radwan neighborhood in Gaza City. He is one of thousands of people in Gaza living under the threat of eviction due to their inability to pay rent amid the lockdown. He told Al Mezan:

 

“I live in Al Sheikh Radwan neighborhood in Gaza City, I’m married and a father of eight. Five years ago, I used to run a shop for selling electronics and cell phones but as the Israeli blockade tightened, many of my customers who pay by instalment started defaulting. The business incurred such severe loses that I was unable to pay my rent and closed the shop. Since then, I have been under constant distress. I sold my home furniture to pay off some of the debts to avoid imprisonment after suppliers filed lawsuits against me. I was evicted from ten houses in total during the past five years, moving from one house to another, as I could not  pay the rent of for lack of income. Some people think I’m a fraudster and nobody knows how hard my life is. My parents’ house could barely fit those living inside it, and my parents’ financial conditions are also poor; they can’t meet their basic needs.

 

I have since worked in many occupations and I could barely meet my family’s basic needs and provide the minimum levels of subsistence. Since the Ministry of Interior imposed a full lockdown due to the spread of COVID-19 on 24 August 2020, I have been staying at home without any work. To be honest, for the last three weeks we haven’t eaten anything except white cheese, and I borrowed money to buy flour for baking bread. I can’t look for work under this lockdown since our neighborhood is categorized as an endemic area.  I don’t know what to do in the coming days. My children wish to eat different types of food and buy candy. I keep telling them that the grocery store is closed due to the lockdown but in fact I don’t have money to go to the store. We’re are now under threat of eviction once more as I’m unable to pay the rent. We haven’t received any assistance and nobody contacted us to offer help”.

تفشي البطالة والفقر من أسوأ تداعيات كورونا والإغلاق في ظل الانهيار الاقتصادي في قطاع غزة

(م. ح)، (37 عاماً)، صاحب مطعم مأكولات ومشاوي، وهو من سكان محافظة دير البلح، وحول فقدان مصدر دخله هو والعمال والخسائر التي تكبدها يقول:

افتتحت المطعم عام 2014، وهو مطعم يقدم شاورما والمشاوي بأشكالها، ويستقبل الجمهور داخل المطعم، ويخدم المحافظة الوسطى، ولنا بحمد الله سمعة جيدة وعلينا إقبال جيد من الناس لأننا نعمل بأمانة وإخلاص ونلتزم بصرامة في الضوابط الصحية، ويعمل في مطعمي 12 شخصاً يعيلون أنفسهم وأسرهم، ويقدر عدد الأفراد المستفيدين والمعالين من المطعم حوالي 50 فرداً من بينهم أطفال ونساء.

مساء يوم الاثنين الموافق 24/08/2020، أُبلغنا بقرار وزارة الداخلية والأمن الوطني إغلاق كافة المطاعم والمحال التجارية وفرض حظر التجوال وهو قرار كان مفاجئاً، وعلى إثر اكتشاف حالات مصابة بفايروس كورونا داخل القطاع، وبالتحديد في مخيم المغازي. قررت الالتزام بالإغلاق وأبلغت العاملين بتوقف عمل المطعم، حفاظاً على صحتهم وصحة المجتمع والتزاماً بقرار وزارة الداخلية. وتسبب إغلاق المطعم في خسائر كبيرة، لأن الاغلاق كان مفاجئاً وغير متوقع، بالإضافة إلى انقطاع التيار الكهربائي، ما أدى إلى فساد كمية كبيرة من المواد الغذائية الموجودة في المطعم وخاصة كمية كبيرة من اللحوم تقدر بآلاف الشواقل. هذا إلى جانب الخسائر المتعلقة بأجرة المحل، والرسوم المفروضة من البلدية وغيرها من المصروفات المستحقة. ومع استمرار الإغلاق، وحتى لا تتراكم عليَّ الديون، أبلغت العاملين في المطعم جميعهم بقرار تسريحهم، ما يعني فقدان حوالي 12 أسرة مصدر دخلهم اليومي والوحيد. وضعت خطة للعودة وافتتاح المطعم بعد تخفيف الإجراءات والسماح بعودة عملنا، بحيث أتولى أنا وأسرتي إدارة المطعم وتشغيله وعدم الاستعانة بأيدي عاملة للحد من حجم الخسائر التي منيت بها. ومساء السبت الموافق 5/9/2020، صرحت الداخلية بتخفيف الإجراءات على منطقة دير البلح، وحددت ساعات الحركة من الساعة 07:00 صباحاُ حتى الساعة 20:00 مساءً، ولكن هذا التخفيف لا يحل مشكلة أصحاب المطاعم، لأن ذروة عملنا هي في ساعات المساء وحتى ساعات متأخرة من الليل.

وبحسب المواعيد التي حددتها وزارة الداخلية قد نضطر إلى الإغلاق بشكل كامل حتى تنتهي الأزمة وتلغى القيود على الحركة، وحتى ذلك الوقت، فأنا أنفق حالياً من المال الذي كنت قد ادخرته لسداد التزاماتي تجاه الموردين، ولا أعلم بعد فترة وبعد نفاذ ذلك المال وهو بالمناسبة ليس كثير، كيف سأتدبر أمري، لقد أصبحت في وضع نفسي سيء للغاية، فأنا لا أفكر في أسرتي ومصاريفها فقط، بل أفكر في العمال وأسرهم الذين سرحتهم كيف سيتدبرون أمورهم في المستقبل، ولكل واحد منهم حكاية حول وضعه المالي والأسري الصعب.

ضعف الإمكانيات وتجهيزات مراكز الحجر يحيل حياة النساء الأمهات إلى جحيم

تعاني السيدة (س، س) من الإصابة بالفايروس اللعين، ولكن معاناتها تصغر كثيراً أمام معاناتها كأم ترقب معاناة طفلها الصغير دون أن تملك من أمرها شيئاً فهي غير قادرة على مساعدته، تناشد لتوفير ظروف مناسبة لطفل داخل مركز حجر، تناشد ولكن لا استجابة، فالمؤسسات الحكومية تئن تحت وطأة الجائحة وبالكاد تستطيع توفير الحدود الدنيا.

(س، ح، س) والدة الطفل (أ، س) البالغ من العمر (10 شهور) تشرح معاناتها "كانت نتيجة عينتي إيجابية حيث انتقل لي الفايروس من زوجي وأخبروني أن نتيجة طفلي سلبية فأجبرت على تركه كي لا تنتقل له العدوى. فوجئت في اليوم التالي عندما وجدت اسم طفلي في كشف المصابين، ونقلوه عندي على حجر المدرسة التابع للمستشفى الأوروبي. وكانت الأعراض ظهرت عليه فهو يعاني من إسهال وقيء وهزال عام ويحتاج إلى فيتامينات وطعام خاص. أمور لم تك متوفرة، كان يحصل على وجبة غذائية كباقي المحجورين لا تراعي كونه طفل يحتاج إلى طعام خاص". تواصل الأم "طالبت المسئولين هنا عدة مرات بضرورة توفير حفاظات وحليب وسيريلاك بعد أن نفذ ما كان بحوزتي، إلا أنه بعد عدة مطالبات توفرت لطفلي هذه الأساسيات. لقد تلقيت وعوداً منذ اليوم الأول لإحضارهم طفلي لمركز الحجر، بتوفير بعض الألعاب للطفل لكن دون فائدة وخصوصاً أنني أسكن في مدينة غزة ومن الصعب أن أجلب له ألعابه. هذا بالإضافة إلى أن المكان لا يراعي خصوصية للسيدات والأطفال كما لا يحرص القائمين على جمع شمل الأسر التي تتواجد في مكان الحجر نفسه، إن عدم وجود ألعاب للأطفال وتجهيزات خاصة لهم تضعهم في معاناة شديدة وتضعنا كأمهات أمام ضغط كبير".

مشكلة السيدة وطفلها واحدة من آلاف المشكلات التي يئن تحت وطأتها سكان قطاع غزة، بسبب الحصار الذي أسهم في المس بحياة كل إنسان، وأشاع البطالة والفقر وأفضى إلى تدهور الخدمات كافة بما في ذلك خدمات الرعاية الصحية، وأضعف من قدرة المؤسسات الحكومية على القيام بواجبها، فهل سيسمع أجد صرخة غزة؟ وهل سيتنبه القائمون على مراكز الحجر إلى معاناة النساء والأطفال؟ وهل ستسعى الحكومة أو المؤسسات الدولية التي تعنى بالمرأة والطفولة إلى تقديم المساندة والدعم؟ وهل سيتحرك المجتمع الدولي لإغاثة غزة وإنهاء حصاره؟

Rising unemployment and poverty rates amid lockdown

M.H, is a 37-year-old restaurant owner from Deir Al Balah. He spoke to Al Mezan about the financial losses he incurred during the lockdown:

 

“I opened the restaurant in 2014, it serves Shawarma and barbecue and it’s located in the Middle Gaza district. My restaurant has a great reputation and the demand is good especially because we are keen to apply the preventive measures. I have 12 workers in my restaurant who financially support a total number of dependents that surpasses 50 individuals, among them women and children.

 

On Monday 24 August 2020, the Ministry of Interior imposed a full lockdown on all districts after discovering coronavirus cases in Al Maghazi refugee camp. I was committed to the Ministry’s directive and I informed my workers that we’ll stop our work for the sake of our health and safety. The closure was sudden and the unexpected business interruption led to considerable financial losses. We also incurred additional financial losses due to the power crisis  as the intermittent refrigeration spoiled meat stokes valued at thousands of Shekels, in addition to accrued expenses such as rent and utility bills. As the lockdown continued, and in order to avoid accumulating more debts, I had no choice but to lay-off my workers; twelve families have lost their income.

I also decided that my family and I will run the restaurant after lockdown measures are eased; I will not hire any workers because I’m planning to reduce my expenditures.

 

On Saturday, 5 September 2020, the Ministry of Interior eased the lockdown measures in Deir Al Balah and lifted the curfew from 7am until 8pm. However, restaurants are not likely to benefit from this move because our peak workload is at the evening hours and at night.

In light of the curfew  hours set by the Ministry, we might opt for closing our restaurant till the restrictions on movement are lifted completely. Until then, I’m spending from my savings to pay off my financial obligations to suppliers. I don’t know what to do once I go through all the money I have saved—which is not a lot by the way. I’m in a bad mood all the time. I’m not only worried about my family and their needs, but I’m also worried about my former workers and their families who must have also been struggling financially”.

Mother struggle to care for her infant in COVID-19 isolation facility

Over 13 years of blockade and closure undermined health care provision to residents of the Gaza Strip. Now the health care sector is struggling to provide the basic needs of people in COVID-19 isolation centers.

S.H.S. and her 10-month-old infant both tested positive for COVID-19. She spoke to Al Mezan about her struggle to take care of her child inside the isolation facility:

“My test result came back positive; I probably contracted the virus from my husband, but my baby’s result were negative at first. I was therefore admitted by myself to the isolation center. The next day, I was shocked to see my baby’s name included in the list of patients who tested positive for the virus. He was then brought to me to the school which is supervised by the European Gaza Hospital (a school transformed to house COVID-19 cases). He was suffering from diarrhea, vomiting and was extremely  tired. I was not provided with food suitable for a child of his age; he gets the same meal as adults. I continuously asked those in charge of the isolation facility to provide my baby with diapers, milk and baby cereals. These basic needs were only provided after multiple and repeated requests. Furthermore, I’ve asked many times if my son could have some toys to play with but to no avail. I reside in Gaza and it’s difficult to bring his toys to the isolation facility (in Khan Younis). In addition, this place was setup without any consideration to personal privacy, and no effort is made to gather members of the same families in one place. The lack of toys and other equipment makes it a struggle to care for children and puts additional burdens on mothers (who are also battling COVID-19)”.
